Passmore Place is named in honor of Brigadier General William Passmore Carlin (1829–1903), a career U.S. Army officer and Union general during the Civil War. The City of Carlin itself was named after General Carlin when the Central Pacific Railroad established the community in 1868. By naming this new housing community Passmore Place, the project pays tribute to both the city's namesake and the rich history that helped shape Carlin into the community it is today.
